I think this quote means that you have to believe that you can do something or you probably wont succeed. It says that you must be confident. If you think you cant you probably wont because you are so doubtful.

The transfer control protocol sets what info should be sent with the packs of 500 characters.

The computer sends a pack of data 500 characters or less through the firewall to the router where the router sends it towards its location. It goes through something takes out the ip or domain of the packet and sends it to the right direction. It goes through the networks firewall and the data gets taken and then it puts in the requested info and sends it back.
